The APCA Playing Rules

To the Membership;
In consultation with the president, Dr. Smith,
it has been determined that in preparation for the revision of the Proposed Playing
Rules, the process will be implemented in four Phases.
Time Line
Phase I (Posting) July 27
Sept. 27. 2007 - Please Note: (Because of some recent developments, the
Phase I period
will be extended for 14 days through October 11, 2007). Phase II will remain as planned; its just
that there
will be an overlap.
Phase II (Discussion) Sept. 28 -
Oct. 27, 2007
Phase III (Voting) October 28 - Nov. 27,
2007
Phase IV (Summarizing and Finalizing)
Nov. 28 - Dec. 27, 2007.
Once the above four processes are completed,
the final draft will be sent to the president for his consultation with the
Board and for publication.
Phase I
In this phase, the Playing Rules will be
displayed (Posted) on the Internet. The http://americanpoolcheckers.us site will post the
Proposed Rules for all to observe. Mr. Gooche has agreed to post. As a backup,
I have posted the same Rules at the site www.hspccc.com. It is requested that
those who have Internet access, make those in your area aware of this project
if they are not.
Phase II
This phase is for the purpose of discussing
the pros and cons of each proposal. Members are asked to show why their
proposal should be the preferred one. While Comparisons and Contrasts
are encouraged, we are hopeful that an attempt to shoot down one person's
proposal in order to boost your own can be avoided. This should be the point
for all to show the strengths of their own proposals.
Phase III
In this Phase, all should be ready to Vote on
a particular proposal. Note: Any player who has ever participated in an APCA sponsored
tournament and/or any player who is currently a member of an APCA affiliated
Club (or will be at the time of voting) is eligible to participate in both the
Posting and/or the Voting processes.
Phase IV
In this Phase, a final look will be made to
address anything that might have been overlooked and for those who voted to
have some final questions or comments.
